What racinos are, and how a racino differs from a casino
A racino is a licensed horse or greyhound track that also runs gaming on the same property.
54racinos in the US
A racino is a licensed horse or greyhound track that is allowed to run gaming on the same property, usually because a state wanted to keep live racing going. The track keeps its pari-mutuel license, its race dates and its simulcast room, while the machines or tables sit in a separate building or wing, often open around the clock.
The difference from a casino is the bargain behind it. A share of every dollar the machines keep goes back into purses and breeding funds, and the gaming license usually depends on running a minimum number of race days. The full explanation, with a simulation of how a lottery terminal settles a bet, sits on what is a racino.
Racinos state by state at a glance
Ohio and New York lead with seven racinos each, Pennsylvania follows with six.
20states with at least one

Racinos in the Northeast and Mid-Atlantic
Seven states from Maine to West Virginia, where Mountaineer Park started track gaming.
1990first machines at an American track
New York
New York racinos run video gaming machines under the state lottery, a model that a 2001 law created to prop up tracks and raise money for schools. Six of the seven race harness horses, from Empire City in Yonkers to Batavia Downs near Buffalo, and Finger Lakes runs thoroughbreds. Tioga Downs is the exception, a full commercial casino since 2016.
Pennsylvania
The six Pennsylvania racinos are full commercial casinos licensed under Act 71 of 2004, each required to keep staging live racing. Parx in Bensalem and The Meadows near Washington race nearly all year, Penn National runs at night, and Presque Isle Downs holds a summer meet in Erie. Mohegan Pennsylvania and Harrah’s Philadelphia race harness horses.

Delaware
Delaware opened an early wave of track casinos in December 1995, when Delaware Park and Dover Downs switched on lottery machines approved the year before. Harrington followed in August 1996. The three tracks are still the state’s entire casino market, with thoroughbreds near Wilmington from May to October and harness racing at Dover and Harrington.
Maryland
Maryland approved five video lottery licenses in a 2008 referendum, but only one went to a racetrack. Ocean Downs in Berlin, a few miles inland from Ocean City, opened its casino in January 2011 and holds a summer harness meet from late May to early September. Laurel Park and Pimlico never added machines. The Maryland page has the details.
West Virginia
West Virginia placed 165 lottery machines at Mountaineer Park in 1990, the first machine gaming at an American track. Four racinos remain: Charles Town and Mountaineer race thoroughbreds, while Wheeling Island and Mardi Gras near Charleston are the country’s last two greyhound tracks. All four added table games after county votes under a 2007 law.
Massachusetts
Massachusetts has one racino, Plainridge Park in Plainville, which won the state’s single slots-parlor license under the 2011 Expanded Gaming Act and opened in June 2015. It runs slot machines and electronic table games but no live dealers, and its harness track races from spring into autumn. Part of its gaming tax goes to a horse-racing fund.
Maine
Maine voters approved slot machines at tracks in 2003, and Hollywood Casino Hotel & Raceway in Bangor grew out of that vote, opening as Hollywood Slots in 2005. It sits beside the harness track at Bass Park, known as Bangor Raceway, and now adds table games and a hotel. Scarborough Downs missed its deadline and never got machines.
Racinos in Ohio and the Midwest
Six states, from Ohio’s lottery terminals to Minnesota’s card-only tracks.
7Ohio racinos, all on lottery terminals
Ohio
Ohio racinos are seven tracks where the Ohio Lottery runs video lottery terminals, opening from Scioto Downs in June 2012 through the 2014 relocations to Dayton, Austintown and Cincinnati. Together they hold about 10,000 machines and no live table games. JACK Thistledown and Northfield Park, which MGM sold to Clairvest in April 2026, both serve Cleveland.
Indiana
Both Indiana racinos belong to Caesars Entertainment. Harrah’s Hoosier Park in Anderson races harness horses from February to late November, and Horseshoe Indianapolis in Shelbyville runs thoroughbreds and quarter horses from April to November, including the Indiana Derby. Slots arrived under a 2007 law, live dealers in 2020, and each property runs a retail sportsbook.
Illinois
Illinois authorized casinos at racetracks in its 2019 gaming law, yet only Fairmount Park in Collinsville, across the Mississippi from St. Louis, has built one. Its temporary casino opened in April 2025 with nearly 300 slot machines, and live table games followed in 2026. Thoroughbreds race there on Tuesdays and Saturdays from April into late October.
Iowa
Iowa gave the racino idea its first large success. Prairie Meadows in Altoona, owned by Polk County and run by a non-profit, opened its slot floor on April 1, 1995 and retired the county’s bonds early. Today it runs about 1,250 slots, live tables, poker and a sportsbook, with thoroughbreds and quarter horses from May to September.
Minnesota
Minnesota allows only card games at its two tracks under a 1999 law, so Canterbury Park in Shakopee and Running Aces in Columbus deal blackjack, baccarat and poker but have no slot machines. Both admit players from 18. Canterbury races thoroughbreds and quarter horses in summer, and Running Aces runs harness cards over roughly the same months.
Nebraska
Nebraska voters approved casinos at licensed racetracks in 2020, and five have opened since WarHorse Lincoln in September 2022: WarHorse Omaha, Grand Island Casino at Fonner Park, Harrah’s Columbus and Lake Mac in Ogallala. Meets are short, from two days at Lake Mac to 31 at Grand Island, while the casinos stay open all year.

Racinos in the South and Southwest
Seven states, from Kentucky’s historical racing tracks to New Mexico’s quarter horse ovals.

Kentucky
Kentucky has no slots, so its tracks run historical horse racing terminals that settle each bet as a pari-mutuel wager on a past race. Seven tracks host them, from Kentucky Downs and Turfway Park to Sandy’s Racing & Gaming near Ashland, plus seven satellite halls such as Derby City Gaming. A 2021 law wrote the machines into statute.
Virginia
Virginia legalized historical horse racing in 2018 to bring live racing back to Colonial Downs in New Kent, which reopened with the first Rosie’s Gaming Emporium in April 2019. Seven more halls, including The Rose in Dumfries, now operate under the same license. Colonial Downs races thoroughbreds in March for the Virginia Derby and again from late June.
Louisiana
Four tracks make up the Louisiana racinos: Delta Downs near Vinton, Evangeline Downs at Opelousas, the Fair Grounds in New Orleans and Louisiana Downs in Bossier City. State law gives them slot machines only, no table games, and the gaming floors are 21 and over. Eighteen percent of slot revenue goes first to purses and breeders.
Florida
Florida still has eight slot sites on pari-mutuel permits in Broward and Miami-Dade counties, but greyhound wagering ended after 2020 and a 2021 law let the others drop live meets. That leaves Gulfstream Park in Hallandale Beach as the one site pairing slots with regular live racing, including its Championship Meet from December to March.
Arkansas
In Arkansas, Oaklawn in Hot Springs is the last track with a casino. It installed the first Instant Racing machines in 2000, the ancestor of today’s historical racing terminals, and became a full casino in 2019 under Amendment 100. Its thoroughbred meet runs from late November into spring. Southland in West Memphis ended greyhound racing in 2022.
Oklahoma
Oklahoma allowed electronic gaming at tracks through State Question 712 in 2004. Remington Park in Oklahoma City and Will Rogers Downs in Claremore now belong to tribal nations, the Chickasaw and the Cherokee, and both admit players from 18. Remington runs quarter horses in spring and thoroughbreds from August to December, while Will Rogers reverses that order.
New Mexico
New Mexico licenses five racinos under its 1997 Gaming Control Act, each capped at 750 machines with no live table games. Sunland Park races in winter near El Paso, SunRay Park in spring at Farmington, and Zia Park in Hobbs closes the year. Ruidoso Downs ran its 2026 meet in Albuquerque and its casino closed in July.

Five kinds of racino, from VLT floors to card rooms
Lottery terminals, full casinos, historical racing, card rooms and greyhound tracks.
5gaming models at American tracks
Most racinos use one of two machine models. Video lottery terminals in Ohio, New York, West Virginia and Delaware are controlled by the state lottery, and in New York they draw outcomes from a central system. Full-casino racinos in Pennsylvania, Indiana, Iowa and Nebraska run ordinary slots and usually live tables. The video lottery terminals guide compares both.
Historical racing machines in Kentucky and Virginia look like slots but pay from pari-mutuel pools on replayed races, which is how they fit into states without casinos. Greyhound racinos survive only at Wheeling Island and Mardi Gras in West Virginia. Minnesota’s two tracks represent the last model: card casinos with live dealers and no gaming machines of any kind.
How to find racinos near me
Press near me on the map, or sort every venue by distance on the near-me page.
≈20miles, Harrah's Philadelphia to Delaware Park
The map at the top of this page centers on the visitor’s location when the near me button is pressed, and the racinos near me page sorts every venue by distance, with filters for slots, historical racing and card rooms. The densest clusters sit around Cleveland, the Philadelphia and Wilmington area, western New York and eastern Nebraska.
Some neighbors are very close. JACK Thistledown and Northfield Park lie under ten miles apart southeast of Cleveland, and Harrah’s Philadelphia in Chester is about 20 miles from Delaware Park. In the Southwest the gaps open up: Zia Park in Hobbs and Sunland Park near El Paso are more than 200 miles apart in a straight line.
Racing seasons: when the horses run
Few racinos race all year; most hold one meet and run simulcasts the rest of the time.
5tracks that come closest to racing all year
Few racinos race all year. Parx, The Meadows, Northfield Park, Charles Town and Gulfstream Park come closest, and the two West Virginia greyhound tracks run weekly cards year-round. Most others hold one meet: summer at Canterbury, Running Aces, Ocean Downs and Prairie Meadows, and winter at Turfway Park, Sunland Park, Oaklawn and the Fair Grounds.
Some meets are very short. Lake Mac in Ogallala races on two July days, and Kentucky Downs runs a turf-only meet from late August into early September. Out of season, most tracks keep a simulcast room where races from elsewhere can be watched and bet. The horse racing schedule lists dates for each track by month and breed.
Live racing at racino tracks
Meets and stakes from October 2026 to April 2027, taken from each track's published 2026 calendar. The full horse racing schedule lists every meet, and the map of horse racing near me shows every track with live racing.
The tote board and VLT simulators
One shows pari-mutuel odds forming, the other how a lottery-run machine settles a wager.
2play-money simulators, no account
Two interactive pieces on the site show the mechanics behind a racino. The tote board game on the pari-mutuel betting page lets visitors place play bets on a simulated race, watch the odds shift as the pool fills, and see how takeout and breakage shrink the payout before the winning tickets are paid.
The second simulator, on the video lottery terminals page, follows a wager through a lottery-run machine and shows why its result can come from a finite central pool rather than a random draw inside the cabinet. Both run with play credits only. No account, deposit or download is involved, and nothing won on them has any cash value.
Where racino money goes
A share set by formula goes to purses and breeding; the rest to taxes, lotteries and operators.
$416MDelaware video lottery net proceeds, fiscal 2026
Every state splits machine revenue by formula. Ohio sends roughly 9 to 11 percent of VLT income to racing and breeding, Louisiana 18 percent of slot revenue to purses and breeders, and New Mexico 20 percent to purses. Delaware’s three tracks produced about $416 million in video lottery net proceeds in fiscal 2026, with $45.5 million going to purses.
The rest goes to taxes, lottery operations and the operators themselves, and in several states to schools: New York’s lottery machines and Oklahoma’s racetrack games both send a share to education. Monthly figures by state, drawn from lottery and gaming commission reports, are tracked on the racino revenue page, and the backstory is in the history of racinos.
Where a $2 win bet goes
Takeout is the single biggest cost a horseplayer faces. It is taken from the gross pool before any winner is paid, so a 20% rate means only 80 cents of every dollar wagered comes back to bettors as a group. Rates differ by state, breed and bet type, and straight bets usually carry the lowest.
- New York thoroughbred14%
- California thoroughbred15.43%
- Kentucky thoroughbred, larger tracks16%
- Kentucky harness and quarter horse18%
Win-pool takeout as compiled in 2023 state rules. Bars on a 0–25% scale. The pari-mutuel betting guide works through every bet type, and the race simulator settles them live.
Racino age limit by state
Most floors admit players from 21; betting on the races often starts at 18.
21to play at most racino gaming floors
Most racino gaming floors admit players from 21, including every venue in Ohio, Pennsylvania, Indiana, Louisiana, Nebraska, Kentucky and West Virginia. Three states set 18 instead: Oklahoma at both tracks, Minnesota at both card casinos, and New York at its lottery-run floors, though Tioga Downs, a full casino, requires 21. Saratoga’s Vapor lounge is also 21.
Betting on the races often has a lower threshold. Pennsylvania, Ohio, New Mexico and Maryland let anyone 18 or older place a pari-mutuel wager, and several grandstands admit children with an adult on live race days. Rules can differ inside one property, so the minimum age for each venue is listed in the facts box on its own page.

Online play in racino states
In Pennsylvania and West Virginia, online brands run under land-based licenses, some held by racinos.
7states with legal online casinos
Real-money online casinos are legal in only seven states, and racino licenses sit behind some of them. In Pennsylvania and West Virginia, online brands operate under land-based licenses, several held by racetrack casinos, and Delaware’s online casino runs through its three racinos. In most other racino states online casino play is not legal. The online guide covers those markets.
Online in three states
Online horse racing betting is legal in roughly 40 US states through advance-deposit wagering apps, while real-money online casinos run in only seven. Three states where both are legal are covered here: West Virginia, New Jersey and Michigan, each with its licensed operators.
